NORC at the University of Chicago is seeking a Senior Research Analyst to join the Health Care Research Department in our Bethesda, MD, office.

The successful candidate will join our team that is supporting a federal advisory committee (FAC) focused on alternative payment models and related care delivery models for health care services. This role will help support policy analyses, including literature reviews and claims data analysis related to alternative payment and care delivery models proposed by health care providers and other stakeholders. The incumbent will support the team’s effort to develop material for, and facilitate expert discussions on these topics, and prepare summary documentation afterward. Additionally, the candidate must be able and prepared to work on site at Health and Human Services’ offices in Washington, DC, periodically as needed.

The Senior Research Analyst will also participate in other project work within the Health Care Research Department. The Health Care Research team conducts work on a variety of health policy topics, including Medicare and Medicaid programs and evaluation, health care expenditures, quality and patient safety, access to health care and the uninsured, health information technology, and many other health services research and policy topics.

NORC’s expert staff has extensive knowledge of all aspects of health care delivery, from private marketplaces and employer-sponsored insurance to Medicare and Medicaid; from large health care systems to small clinics; and from the needs of children to those of older adults, people with disabilities, and ethnic and racial minorities. Our expert team includes social scientists that acquire, collect, and analyze data from health care organizations and patients; evaluators; health services researchers; health-policy analysts; and professionals with first-hand experience running and supporting health care programs.

NORC’s Health Care staff work closely with colleagues in Health Sciences and Public Health to offer program, policy, and research solutions.   • Lead or help conduct environmental scans or literature reviews on proposals for alternative payment models
  • Lead portions of, or support, technical policy analyses relevant to alternative payment models for physicians
  • Lead or help draft administrative session and public meeting minutes.
  • Help maintain and update at regular intervals a public website and Extranet site
  • Support quarterly public meetings
  • Assist with quality assurance on all project deliverables
  • Prepare content for draft reports and presentations
  • Review draft work products
  • Assist in the preparation and compilation of meeting materials
  • Participate in client and stakeholder meetings
  • Play a key role in management, coordination, writing and budgeting tasks related to business development
  • Work closely with Project Director, Manager, and Task Leads to identify process gaps and help to improve efficiency.
  • Bachelor's Degree; Masters' degree strongly preferred in Health Policy, Public Health, or other related field
  • Minimum three (3) years' research experience, which should include playing a lead role in conducting literature reviews, designing and using qualitative data collection tools, including key informant interviews, site visits and focus groups
  • Strong policy and analytic writing and organizational skills are required
  • Knowledge of Medicare payment policy and alternative payment and delivery models highly desirable
  • Experience in government support committees and/or knowledge of federal advisory committee (FAC) rules is desirable
  • Quantitative analysis experience including working knowledge of SAS, SPSS (or other statistical data analysis packages) strongly preferred
  • Creative problem-solving, ability to suggest alternative approaches
  • Strong proficiency with MS Office software
  • Ability to simultaneously work on multiple projects or tasks of a varying nature
  • Excellent interpersonal and communication skills
  • May require time on-site during busy work periods
  • Travel for meetings may be required.
