NORC at the University of Chicago seeks a manager of data engineering and programming for our Health Care Strategy team. The manager will contribute to programming for data analytics projects for health care clients, including plans, providers, disease groups, and foundations. This role will work with Medicare and Medicaid claims data, enrollment data, and related records systems in the Virtual Research Data Center (VRDC) environment.

The Manager of Data Engineering & Programming would work closely with and under the direction of the Health Care Strategy Director of Analytics to support and enable the efficient work of Data Scientists as well as produce large, relational datasets for broader use within NORC. Specific tasks will include dataset management and construction, data cleaning, implementation and modification of existing algorithms (such as AHRQ Hierarchical Condition Category scoring), adaption of algorithms to new datasets, and development of new algorithms to specification. The Manager will also support Data Scientists and other staff that use these data sources to improve overall efficiency of programming and support quality assurance.


The Business Ventures and Innovation unit (BVI) brings together NORC Labs, Business Development, BVI Services, and AmeriSpeak to launch new ventures and drive revenue growth. BVI is a startup within a well-established research organization, propelling innovation across the company and positioning NORC to grow and evolve strategically in the future. BVI leads NORC in its diversification strategy, working mostly outside of federal government contracts. BVI can be best described as a fast-paced, professional services/consulting environment.


• Constructs analytic datasets based on specifications, ranging from simple data aggregation to complex transformations and merges.
• Interprets and implements publicly listed claims measure programming specifications (e.g., Hierarchical Condition Category scores, Chronic Condition Warehouse Chronic Disease flags, MIPS episodes, etc.).
• Adapts existing claims measurement methodologies and specifications for application in related data systems (e.g., supports adaption of Medicare claims measures to Medicare Advantage and Medicaid encounter data).
• Supports and collaborates with data scientists and other NORC 'customers' to support rigorous statistical evaluations.
• Supports the development of platforms and tools to enhance the organization's analytic capabilities.
• Maintains databases/data systems, data dictionaries, and documents programs and methodology.

  • Bachelor's degree from an accredited college or university.
  • At least 4 years of experience using SAS and SQL to perform the majority of daily job duties with an emphasis on novel programing over system maintenance.
  • Strong preference for daily working experience in Medicare Fee For Service claims, Medicare Advantage Encounter records, and/or Medicaid T-MSIS records. VRDC environment experience a plus.
  • At least 4 years’ experience in relevant field such as policy, consulting, data analytics, or product development.
  • Strong or expert proficiency in SAS and SQL with prior experience manipulating large relational databases.
  • Knowledge of Medicare and/or Medicaid administrative record systems strongly preferred.
  • Advanced or expert SAS and SQL skills.
  • Proficiency with Microsoft Office (Outlook, Word, Excel, and PowerPoint).
